GovResponse was built because the tools emergency managers rely on during disasters are fundamentally not built for disasters. They're designed for desktop offices, stable internet, and nine-to-five operations — none of which describe a real emergency.
We set out to build an EOC platform that works the way real incident command works: built around ICS and California SEMS, connecting command and field on the same real-time data, and designed to keep working when conditions — and connectivity — are at their worst.
And we built it around the paperwork agencies are actually accountable for. ICS forms, after-action reports under CCR Title 19, and FEMA cost recovery aren't bolt-ons — they're generated from the incident as you run it, so the record is ready when you need it.
